Explanation: After initial connection to EKMS server, the TLS or the SSL connection with the external KMS server, can't be completed in a stipulated time. The SSL connection times out because the TLS handshake takes longer than the specified connection time-out value.
Recommended Action: Increase the connection time-out value.
