Explanation: The operation has failed because of a multiperson authorization ticket already exists in PENDING state for the same object. Only one non-READ action on an entity, such as create, update, or delete, is allowed at a time. Since a request was previously made for the same entity, a multiperson authorization ticket was created and it is in PENDING state.
Recommended Action: Make sure that the current request is resolved before you request another operation on the same entity.
