Configuring Veritas Alta Recovery Vault Azure and Azure Government

Veritas Alta Recovery Vault Azure and Azure Government can be configured in the web UI or using the CLI. Also, csconfig cldinstance, nbcldutil, and msdpcldutil are updated for Veritas Alta Recovery Vault Azure and Azure Government.
