Solution

##  All the steps below will be performed on the client system.  ##

A. The basic steps.

1- Clear out the downloads folder, re-run LiveUpdate
- Downloads folder is in the ...\All Users\Application Data\Symantec\LiveUpdate
2- If LiveUpdate fails again, back-up and delete the settings.liveupdate, re-run LiveUpdate
- The settings file is in the ...\All Users\Application Data\Symantec\LiveUpdate

B. If the above steps fail to resolve the issue, try these advanced steps.
 
1- Backup the product.inventory.liveupdate file
- The inventory file is in ...\All Users\Application Data\Symantec\LiveUpdate
- If SCS / CE (non- SEP 11.x) is the only SYMC product installed, you will most likely not need this backup file
2- Uninstall LiveUpdate through add/remove programs
3- Delete both LiveUpdate folders
- \Documents and Settings\All Users\Application Data\Symantec\LiveUpdate
- \Program files\Symantec\LiveUpdate
4- Reinstall the NetBackup client
- Choose "modify" and be sure to enter the correct LiveUpdate path
5- Copy inventory file back to LiveUpdate folder
6- Run LiveUpdate
7- If it fails again check to ensure that there were no client install issues:
Veritas directory /Documents and Settings/All Users/Application Data/Netbackup Install.log
8- Correct any reported issues then run LiveUpdate again and gather the liveupdate log
