Utility to add Ransomware Scorecard questions and answers in bulk

A utility to add questions and answers in bulk for the Ransomware Scorecard has been introduced. The utility accepts questions and answers in separate comma-separated value (CSV) files and uses the unique question-answer identifier pairs to accurately map answers to their correct questions. The utility saves the time and effort spent in adding each question and answer individually on the scorecard.
