Explanation: Either all the backup hosts are in use and have reached the limit for job execution or all the backup hosts are down.
Recommended Action: Ensure all NetBackup services are up and running on backup host. If the services are already running, then the backup host is running at full capacity for dynamic streaming. You must wait for the active jobs to complete.
