Cause

In some environments, the admin prevent users from adding new data or content to an existing .pst file

Solution

Set PSTDisableGrow value to 0 in the following registry location:

HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\<Office version>\Outlook\PST.
