The server requires binds to turn on integrity checking if SSL\TLS are not already active on the connection

Problem

When attempting to Login or Update an existing user, the user fails to login or the Edit screen for existing users fails to populate.

The server requires binds to turn on integrity checking if SSL\TLS are not already active on the connection
 

Cause

The Domain Policy "Domain controller: LDAP server signing requirements" is set to "Require signing"
 

Solution

Either of two Options:
Option 1. Undefine the Domain policy: 
Computer Configuration > Policies > Windows Settings > Security Settings > Local Policies > Security Options
Domain controller: LDAP server signing requirements

Option 2. Install LDAPS on the eDP server.
