Restoring to a 7.0 U1x , 7.0 U2x vCenter and vCenter 7.0 U3x with NetBackup 8.3/8.3.0.1 fails with 2820 due to Unexpected element tag "syncTimeWithHostAllowed" seen

Problem

Attempting to restore a VM to a vCenter 7.0 U1x,  vCenter 7.0 U2x and vCenter 7.0 U3x platform using a NetBackup 8.3/8.3.0.1 backup host fails at the create VM step, and results in a "NetBackup VMware policy restore error (2820)"

Restoring the same image with NetBackup 8.2 may be fine.

Cause

This is a known issue with NetBackup 8.3 to 8.3.0.1 during the backup of the virtual machine which results in a failure to restore the full VM; however, file level restores and restores of individual vmdks are still possible.
