Solution
This is a bug. SC-17109 has been created for tracking this issue and is currently targeted for SC 10.3.00 P1 which is tentatively scheduled for release sometime in 2019. Till then, scon.log rotation has to be implemented manually by stopping the services(including Oracle), deleting the scon.log and scon.err manually and restarting the services.
