Problem

When an Exchange 2013/2016 mailbox folder contains an excessive amount of items, the restrictions used by EV to parse the folder contents consume a lot of resources on the Exchange Server.  This impacts the performance of both Exchange and Enterprise Vault.  Symptoms of the issue include:
  1. Only a small proportion of mailboxes being successfully processed during a scheduled or manual archiving run
  2. Outlook connectivity or responsiveness issues reported by users whose mailboxes are enabled for archiving
  3. Long delays visible in a Dtrace of the mailbox archiving task when it is processing a folder with a high item count (See the Error Message section of this article for more information)

Error Message

A dtrace of ArchiveTask shows long delays when processing folders with high item counts, as shown in the example below:

06:57:08.554 [33260] (ArchiveTask) <5004> EV:L {CArchivingAgent::processMessages:#5392} It took [262.690491] seconds to query rows of folder [Inbox].  returned [737] of max [1000] rows requested
