While starting the a NetBackup Service you receive error "Unable to start the service on error 193 0xc1"

Problem

When opening the user interface you get an error that some NetBackup services could not be started.  In the Windows Service Manager the service is not running and when you attempt to start it you received the following error:

NetBackup has determined that the services: <Service(S)> on the host <HostName> are not running.  Click "Continue" to launch the application, "Cancel" to skip the launch, or "Repair" to start the service.

 

When you view the System event log you will see the following entry for the service(s) in question:

The NetBackup <Service> service failed to start due to the following error: NetBackup Request Daemon is not a valid Win32 application.

Error Message

Windows coudl not start the <Service> service on the Local Computer.

Cause

The issue is caused by a 0 kb file on the root of the SystemDrive named "Program"  On system boot you will see the following error:

 

There is a file or folder on your computer called "C:\Program" which could casue certain application to not function correctly. Naming to "C:\Program1" would solve this problem.  Would you like ot rename now?

Solution

Rename the file called "Program" to "Program.old" and start the service.
