Cause

At the same time of the backup error, Windows Server event logs show file access is blocked by AntiVirus rule:

McLogEvent I257 Blocked by access protection rule. Access to object \Device\HarddiskVolumeShadowCopy20\Windows\winsxs\amd64_microsoft-hyper-v-guest-installer_31bf3856ad364e35_6.1.7600.16385_none_cd99f2d63b73fe98\ autorun.inf  was blocked by rule User-defined Rules:Block autorun.inf.

 

Solution

Disable antivirus scanning of the NetBackup processes.
