Backup Exec Console will not connect after installing Windows Updates

Problem

Unable to logon to the Backup Exec console after installing November 2016, December 2016, April 2017 or May 2017 Microsoft Windows Updates


The Backup Exec Management Service was unable to Start.  (Figure 1)

Error Message

BackupExec Management Service was unable to start. Connection open and login was successful, but then an error occurred while enabling MARS for this connection. (provider: Shared Memory Provider, error: 15 - Function not supported)

Solution

FOR THE DECEMBER 2016, APRIL 2017 AND MAY 2017 MICROSOFT WINDOWS UPDATES


Windows 2008 R2
- Not affected


Windows 2012 with .NET Framework 4.5.x
Recommended solution:
- Install .NET Framework 4.6.1 (https://www.microsoft.com/en-us/download/details.aspx?id=49981)
- Run Microsoft Windows Update and apply latest patches
Alternatively:
- Install May 2017 Preview of the Quality Rollup for the .NET Framework 3.5, 4.5.2, 4.6, 4.6.1, and 4.6.2 for Windows Server 2012 (KB4019289): May 16, 2017 from Microsoft Windows Update


Windows 2012 with .NET Framework 4.6.x
- Run Microsoft Windows Update again and apply latest patches which will fix this issue


Windows 2012 R2 with .NET Framework 4.5.x
Recommended solution:
- Install .NET Framework 4.6.1 (https://www.microsoft.com/en-us/download/details.aspx?id=49981)
- Run Microsoft Windows Update and apply latest patches
Alternatively:
- Install May 2017 Preview of the Quality Rollup for the .NET Framework 3.5, 4.5.2, 4.6, 4.6.1, and 4.6.2 updates for Windows 8.1 and Windows Server 2012 R2 (KB4019290): May 16, 2017 from Microsoft Windows Update


Windows 2012 R2 with .NET Framework 4.6.x
- Run Microsoft Windows Update again and apply latest patches which will fix this issue

- Remove 3195388 -  November 2016 Preview of Quality Rollup for the .NET Framework 4.6 on Windows Vista SP2, Windows Server 2008 SP2, and 4.6 and 4.6.1 on Windows 7 SP1 and Windows Server 2008 R2 SP1 (KB3195388): November 15, 2016


Windows 2012

Reboot Required 

Note1:
Microsoft confirmed that these November patches are optional and can be safely uninstalled.

Note2:
Please ensure that there is no Group Policy (GPO) defined in the environment to automatically download and install Microsoft Windows Updates and please confirm the windows update status and disable auto updates for Microsoft products as otherwise the just uninstalled Microsoft Windows Updates might be installed again.
