Cause
The 'EMC Unity' server configuration settings has an attribute named 'OfflineBitFilter' which handles the behavior of offline files. This setting is by default set to 1.
It was observed in some environments that the EV placeholders were getting bulk recalled automatically, with 'OfflineBitFilter=1' setting.
Solution
Change 'OfflineBitFilter' attribute value to '0'.
