Problem
Post either an Enterprise Vault upgrade or fresh install of Enterprise Vault the Directory Service fails to start. This failure is in conjunction with the generation of Event ID 8229 and followed by Event ID 40966.

Solution
Validate and change the
Check for publisher's certificate revocation setting and restart the Admin Service.
- Log onto the Enterprise Vault server as the vault service account.
- Open Internet Explorer
- Open the Advanced tab under Tools | Internet Options
- Scroll down to Security
- UNCHECK "Check for publisher's certificate revocation", and apply the changes.
- Restart the Enterprise Vault Admin service.
