VMware Instant Recovery fail with error "0x8007006e - The system cannot open the device or file specified."

Problem

When attempting an Instant Recovery using a VMware backup set, the recovery may fail with the following error:

Error Message

Final error: 0x8007006e - The system cannot open the device or file specified.
 - Backup Exec cannot perform an instant recovery on virtual machine 'VirtualMachine'

Error seen in the VxLatServer Log:
