SharePoint exports from the root site location fail with 'Creating sites during export is not currently supported'

Problem

When restoring an entire SharePoint site and selecting the root location causes it to fail with Creating sites during export is not currently supported. This error can be seen when performing a restore within the ASP Admin portal or an export with the Export Utility. 

Error Message

The errors are found in different places depending on if the Export Utility or Export Service is being used.  

Export Utility - Double click on the error in the Export Utility UI and it will open the full error:

Export Service - Browse to the default log location found in the roaming folder of the administrator performing the export (i.e., C:\Users\<admin account name>\AppData\Roaming\HubStor.ExportUtility)

Cause

By design, SharePoint restores from the root site location will fail when restoring an entire site.  Selecting the root site level is what causes the restore to fail.  

Solution

Select a directory below the root level such as the Document folder (i.e., https://contoso-my.sharepoint.com/personal/sales_contoso_com/Documents) from the Source location.
