Disabling TLS 1.0 causes the Desktop and Laptop Option from working

Problem

After disabling TLS 1.0 the Arctera Desktop and Laptop Option (DLO) Administration Service does not start.  

The SQL (DLO) Service may also not start.

Solution

Security for SQL may need to first be updated.

1. If using SQL 2014 update to SP1 Cumulative Update.  Other versions of SQL should also be updated so that they can start without TLS 1.0 enabled. 

NOTE: If the SQL (DLO) Service does not start the DLO Admin Service will also not start.

2. Make sure that .NET Framework is at least at version 4.7

3. Install the Microsoft ODBC Driver 13.1 for SQL Server

4. On the DLO Admin Server make sure that the Local Security Policy, System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing is set to "Enabled".

Run Local Security Policy -> Local Policies -> Security Options -> System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing.  

Run gpudate /force from an elevated CMD prompt and then reboot the server.
