Problem

NetBackup fails to install with "Error <1723>. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor."

Solution

On Windows operating systems:
 
1. Go to the %system%\system32\ directory.
2. Remove the READ-ONLY attribute for the following files:
  • mfc42.dll
  • mfc42u.dll
  • msvcrt.dll
3. If Microsoft's IIS and/or McAffee (or other anti-virus products) services are running, stop them.
4. Retry the installation.
5. Be sure to restart the IIS and McAffee services after the installation completes.
