Cause
NetBackup client service was running as Domain Admin. The same account was selected in the DBMS Login Parameters window of the NetBackup SQL Agent GUI
By default in SQL 2008 Local Admin and Domain Admin are no longer included in the SQL Server sysadmin fixed server role on new SQL Server 2008 installations.
Solution
Added user account used by NetBackup to the sysadmin server role
