When an Outlook message uses the Voting Buttons, the Tracking information is not updated.

Problem

When an Outlook message uses the Voting Buttons, the Tracking information is not updated after the original message has been archived. It is also not available when retrieving a shortcut in Outlook. 

Solution

This behavior is by design.  Tracking information can not be updated after the item has been archived.
To view the tracking information on an archived message, it must be restored to the mailbox. This can be done through Outlook, Search.asp, or Archive Explorer.
