Problem

The Backup Exec for Windows Servers console does not open and reports that user.config file is corrupt without showing a path to the corrupted file.

Solution

While launching the Backup Exec for Windows Servers console the following error message is reported. (Figure 1)

Backup Exec stores the users settings in a file called "user.config". The above error may occur if this file becomes corrupt or is not created.
 

 
Resolution:
 

 
1. Uninstall .NET Framework 2.0 and related updates on the media server from "Add/Remove Programs"
 
2. Reboot the media server
 
3. Reinstall .NET Framework 2.0 and related updates on the media server
 
4. Reboot the media server
 
 
Opening Backup Exec for Windows Servers console should now be successful.
 
Repairing the .Net Framework doesnot fix the issue for further troubleshooting follow the below steps.
 
1)  launch SGMON and debug the launch of the BE interface
2)  In this case, there was an unknown reference in the .Net 2.0 configuration files
From SGMON log:
   Configuration system failed to initialize

3)  edited C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\Config\machine.config and removed offending section
In this case the unrecognized section was <system.serviceModel>
Removed:
    <system.serviceModel>
              all inclusive
       </system.serviceModel>
4)  Saved file and opened Backup Exec successfully
