"The Windows Task Scheduler is not running" occurs when attempting to run DLO backups.

Problem

"The Windows Task Scheduler is not running. Start task scheduler and click retry, continue, or cancel continue without scheduling any jobs." occurs when attempting to run DLO (Desktop and Laptop Option) backups (cause 1) or each time windows launches. (cause 2)

Error Message

The Windows Task Scheduler is not running. Start task scheduler and click retry, continue, or cancel continue without scheduling any jobs.

Cause

1. UAC is enabled

2. Account used to start service does not have permissions to the  %SystemRoot%\tasks folder.  

 

Solution

1. Disable UAC

On a Windows Vista, Windows 2008 or a Windows 7 client, Tasks that require administrator privileges will trigger a UAC prompt if enabled.  Running Task Scheduler requires elevated permissions. If UAC is enabled, configure UAC to prompt for elevation and run the task as administrator.  Or run MSCONFIG and disable UAC per the following steps:

  1. Launch MSCONFIG from the Run menu.
  2. Click on the Tools tab. Scroll down to "Disable UAC" . Click on that line.
  3. Press the Launch button.  A CMD window will open. When the command is done, close the window.
  4. Close MSCONFIG. Reboot the computer for the changes to apply.

Note:  UAC can be re-enabled by selecting the "Enable UAC" line and then clicking on the Launch button.

2. Give full access permissions to the c:\windows\tasks folder to the system, administrators, and the account used to start the DLO service. 

3.  If UAC needs to be enabled, then it can be configured from Group Policy setting. 

  1. Launch your group policy editor and find your default domain policy. navigate to : Computer Configuration | Windows Settings | Security Settings | File System
  2. Right-click File System, Click Add File.
  3. In the "Add a file or folder" window, select the folder (or file) for which you want the permissions to be set, and click OK.
  4. Give your domain users full control of the %SystemRoot%\tasks folder.

 

Workaround: As a workaround, DLO scheduled backups can be changed to 'Whenever a file changes'.
