Creating a SharePoint target fails: You must be a SharePoint administrator to add a SharePoint virtual server, Web application, Site Collection or Site.

Problem

It may not be possible to add a SharePoint virtual server or web application as an Archiving Target if anonymous authentication is enabled. Check the properties of the SharePoint virtual server or web application using Internet Information Services (IIS) Manager to determine if this is the case. Select the Directory Security tab and click Edit near Authentication and access control.
