This error can occur if Virtual File Filter (VFF) driver not installed on Backup Exec server. In this scenario, Backup Exec was installed in evaluation mode, which will install all the agents and options. Later, installed Backup Exec base license without installing the Exchange Agent or Active Directory (AD) Option or SharePoint Agent license. This way the VFF driver got removed from the system as it get installed only when installing Exchange, AD or SharePoint agent license.
It can also occur if the Windows 2003 system does not have SP1 installed.
