Backup or restore operations on SharePoint Portal Server (SPS) 2003 fail with the error message "Unable to lock the SharePoint Portal Server Farm Topology."

Problem

Backup or restore operations on SharePoint Portal Server (SPS) 2003  fail with the error message "Unable to lock the SharePoint Portal Server Farm Topology."

Error Message

0xe0000316 - Unable to lock the SharePoint Portal server farm topology

Cause

SharePoint Portal Server (SPS) may lock the farm topology for several reasons, such as for backups, restores, site maintenance, and during new site creation. Occasionally, these locks are not automatically released as they should be.  In these cases, backup administrators will not be able to perform backup or restore operations with Backup Exec. There is a way to release the topology lock manually within the SharePoint Portal Server Central Administration page.

Solution

Release the topology lock manually within the SharePoint Portal 2003 Server Central Administration page:

WARNING: Before performing these steps, the user should check with the SharePoint administrator to ensure that the lock does not need to be in place for a valid reason.

1. Open the SharePoint Portal Central Administration webpage.  The URL in the Internet Explorer will look like this:

Example:
http://localhost:29501/sps/default.aspx

2. Remove the last part of the URL i.e "default.aspx" in the step1. With this modification the URL should look like this:

Example:
http://localhost:29501/sps/centraldatabaselock.aspx

NOTE: The host and port number of the URL may vary depending upon configuration of the SPS farm.

3. On the Central Database Lock page, it will indicate whether or not the topology is currently locked.  There will be a list of reasons why the topology is locked, along with three buttons as shown. (Figure 1)

Figure 1:

a. View Progress : Brings the current status of the operation that SPS was trying to complete

b. Release Lock   :  Releases the topology lock

c. Retry                  :  Retries the operation that resulted in the lock.

4. Once the lock is cleared through one of these three options, backup or restore can be completed successfully.

5. In case is the Release lock operation fails in the central administration, need to contact Microsoft

NOTE: This does not apply to SharePoint 2007 or 2010
