Custom site layouts in Sharepoint may not display correctly for users with Read permissions on the site

 When the EV Extensions for Sharepoint are installed on Web Front-End Sharepoint servers, sites with customized layouts may not display correctly for users that have only Read permissions on the site.  If the EVHTTPModule is disabled in the web.config for the Web Application then the layout returns to normal for these users

Error Message

Sharepoint ULS logs show the following exception when verbose information is being logged:

EV HTTP Logging does not show the line below when the EVHTTP Module checks the .css file to determine if it is a Seamless Shortcut:

11/02/2014 00:46:52 [8672,22] - file.Length: 4844

A Fiddler trace on the client machine shows an Access Denied message against the .css file.
