A backup job completes successfully against a server to tape where the job did have SDR/SSP capability enabled which means the option to convert to virtual, known as Backup to Virtual ( B2V ) is enabled.
This tape is then either taken to a new media server or something affects the catalogs on the existing media server and a new catalog job is run against the tape. After this catalog finishes, the option to convert to virtual remains greyed out, even though the content of the tape was originally eligible for conversion.
Note: The difference between B2V and Physical to Virtual ( P2V ) this that a P2V is scheduled as part of the backup job definition (and can be run either in parallel with the backup job or just after) as a way to prepare for a disaster, whereas a B2V is usually run in response to a disaster, as a manual one time convert. For this issue a P2V would not be affected as the original server would be performing the process and still have the original catalogs.
Workaround (choose from one of the following options):
1) If available copy the catalog folder from the original media server to the new media server and restart the Backup Exec services
2) If the original catalog folder is not available, then catalog the tape on the new server and then use SDR to recover into a virtual machine instead of using the convert option

There are no plans to address this issue by way of a patch or hotfix in the current or previous versions of the software at the present time. However, the issue is currently scheduled to be addressed in the next major revision of the product.
