An EVSVR DirectoryArchives Repair operation can generate "Error deleting surplus Vault record" errors

Problem

EVSVR is used to help in repairing Enterprise Vault (EV) SQL Database Inconsistencies, for example following a Disaster Recovery scenario involving a restore of an older version of the SQL Database.
The DirectoryArchives repair option helps in synchronizing the  Archive (ArchivePoint) and ArchiveFolder (Vault) records between the EnterpriseVaultDirectory and VaultStore Databases.

The DirectoryArchives repair consists of several steps, and the last step of the repair is Delete surplus Vault Store database Vault records.
This step deletes Vault records that are not needed as part of the repair. For example, ArchiveFolders containing 0 items. E.g.

Deleted surplus Vault record, ArchiveFolder EntryId: 1A35DEE0B03655F45A436A35AEB2823F21110000EVPROD002 (  50)
Deleted surplus Vault record, ArchiveFolder EntryId: 1B8BAF768139B3F4FAB3631F7B058F98A1110000EVPROD002 (  52)

Error Message

The following error is logged in the EVSVR repair log at Step 12 - Delete surplus Vault Store database Vault records, only for records that could not be deleted

Step 12 - Delete surplus Vault Store database Vault records
----------------------------------------------------------

Error deleting surplus Vault record, ArchiveFolder EntryId: 13CCD12347A0635949A7D077GGGQ15434A1110000EVSITE (  14), Error: An attempt was made to delete an ArchiveFolder but the folder has outstanding journal activity associated with it.      (0x80041bf3)

Cause

The deletion of the Vault record can fail if the record has associated entries in the Journal Tables (I.e. JournalArchive, JournalDelete).

This issue has no impact on the repair itself, and the only effect is the existence of unused records in the VaultStore. Manual deletion of those records is not recommended
