Restore of SQL database backed up with older version of Backup Exec fails with error "The selected database appears to have been backed up from a newer version of SQL Server"

The restore of a SQL database using the SQL agent for Backup Exec may fail with an error related to version when the backup was created with an older version of Backup Exec.

Error Message

0xe0000346 - The selected database appears to have been backed up from a newer version of SQL Server. Backups made from newer versions of SQL Server cannot be restored to older versions of SQL Server.

SQL databases have an internal version number related to the SQL server that hosted them.  Earlier Backup Exec versions could record this internal version as a 3 digit number but current versions of Backup Exec save this version number as a more basic single digit.  The restore process compares this 3 digit version with the single digit target version and fails with the backup being higher in every case.
