The permissions on the server hosting the VOM Advanced software do not allow for certain applications to be launched.

This can be confirmed by trying to launch the WMIC.EXE itself (Start > Run). If the application does not launch, this confirms that the needed security permissions to open this application are not being met, which will prevent VOM software from launching the application as well.

Ensure the account used for accessing the VOM Advanced installation has the proper permissions and that any security policies implemented on the server do not prevent the use of applications and OS components required for VOM advanced software.
