In a Veritas Cluster Server (VCS) Global Cluster Configuration (GCO); PrintShare resources brought online on the primary site may simultaneously come online at another site. If the resources at the other site are taken offline; then the primary site resources will fault, which may cause the Service Group containing the PrintShare resource to failover to another node.

The PrintShare agent uses the Microsoft NetGetShareInfo API. As VCS runs in a local user context this should return ACCESS_DENIED when the virtual PrintSpooler is running remotely. It has been observed that this is not always the case. This can lead to the PrintShare resources detecting remote spoolers and probing online.
A fix for this issue has been included in Cumulative Patches 1 for 5.1. Please see the Related Articles for details.
