Problem
Microsoft cluster service fails when using a Volume Manager Disk group as quorum after installation of Service Pack 1 for Storage Foundation for Windows (SFW) 5.1
Error Message
ERR Volume Manager Disk Group : LDM_RESOnlineThread: CheckQuorumPath() failed! dwStatus = 1008
Cause
On Windows Server 2003, the cluster service may terminate on startup with the following entries logged to the Microsoft Cluster.log file.
ERR Volume Manager Disk Group <Quorum>: LDM_RESOnlineThread: CheckQuorumPath() failed! dwStatus = 1008.
INFO Volume Manager Disk Group <Quorum>: LDM_RESOnlineThread: RESOURCE IS PUT ONLINE SUCCESSFULLY
[RM] Exception. Code = 0xc0000005, Address = 0x0000000077EE5172
[RM] Exception parameters: 0, 46, 0, 11c
[RM] GenerateMemoryDump: Start memory dump to file C:\WINDOWS\Cluster\resrcmon.dmp
On Windows Server 2008, this issue may appear as a failure to online quorum resources with the following logged to the Cluster.log file:
ERR Volume Manager Disk Group <Quorum>: LDM_RESOnlineThread: CheckQuorumPath() failed! dwStatus = 1008.
INFO Volume Manager Disk Group <Quorum>: LDM_RESOnlineThread: RESOURCE IS PUT ONLINE SUCCESSFULLY

Solution
The cluster can be started with the /fq (fix quorum) option which will allow migration to a basic quorum.
