Cause

On a Windows master srever, the nbpem and nbpjm processes run as the local SYSTEM user by default.

If the local SYSTEM user does not have permission to access any directory from \VERITAS\NetBackup\bin up to the top level directory, nbpem and nbjm will not be able to start nbproxy.exe.

Solution

Check the Effective Permissions for the local SYSTEM user on all of the directories, starting with \VERITAS\NetBackup\bin, all the way up to the top of the directory tree.

For example, if NetBackup is installed in E:\VERITAS\NetBackup, then you would check the Effective Permissions for the local SYSTEM user on these directories:

E:\VERITAS\NetBackup\bin

E:\VERITAS\NetBackup

E:\VERITAS

E:\

To check the Effective Permissions on a directory, right click on the directory and select from the menu:  Properties -> Security -> Advanced -> Effective Permissions -> Select...

Enter SYSTEM as the object name, and click OK to find the SYSTEM user - select the SYSTEM user from the results.

The effective permissions for the SYSTEM user on the directory will be displayed.

If the local SYSTEM user does not have Full Control on any of the directories from the top level down to NetBackup\bin, Full Control must be added to the list of permissions for the local SYSTEM user on that directory.

If the NetBackup processes are being started under another user (instead of the local SYSTEM user), the Effective Permissions for that user must be checked for each of the directories from the top level down to NetBackup\bin.
