Event 28944 'CStreamerObject::Init(): method failed' preventing users from retrieving messages.

Problem

The COM Surrogate process, which hosts OSTStreamer.dll, occasionally uses over 95% CPU pegging the Enterprise Vault (EV) server. The CPU can reach 100% usage. Users are unable to retrieve archived items when the issue occurs.
