EMM and other services will not start if PBX is not running.
Check the Server's environment variables.
In some cases, the pathing may be corrupted (ex. "C:|Program Files\Veritas\NetBackup\" instead of "C:\Program Files\Veritas\NetBackup\"
Change the "|" in the path to a "\" to resolve the issue.
