Solution

For most windows operating systems go to the %system%\system32\ directory and remove the READ-ONLY attribute for mfc42.dll, mfc42u.dll and msvcrt.dll files. Next, if you have Microsoft's IIS and McAffee (or other AntiVirus products) services running, stop them. Retry the install and it should install fine. Be sure to restart the IIS and McAffee services after the install completes.
