Problem

NetBackup client installation on Windows 2003 server failed with Error 2203  The process cannot access the file because another process has locked a portion of the file.
 

Error Message

Error from Installation logs:

07-03-2015,13:54:10 :  ERROR: Error 2203.The process cannot access the file because another process has locked a portion of the file.​
07-03-2015,13:54:13 :  A fatal error occurred during installation on server 'MyClient'.​

Error 2203.The process cannot access the file because another process has locked a portion of the file.

Cause

In this instance, the problematic machine had its TEMP and TMP environment variables for the user logged in and been modified from default.

This was confirmed by running 'set' at the CMD prompt.

Solution

The issue was resolved after putting TEMP and TMP back to the default values of %USERPROFILE%\Local Settings\Temp.
 
These are the steps to view/modify the TEMP and TMP environment variables
1. Right-click My Computer > Properties > Select the Advanced tab > Select Environment Variables
 
2. In the section titled "User Variables for <username>" observe and edit the TEMP and the TMP values to be the following:
%USERPROFILE%\Local Settings\Temp
