Only one archiving pass is being performed on certain Enterprise Vault (EV) enabled users

Problem

After a manual or scheduled archiving run certain users have not had the expected amount of items archived. The Exchange Mailbox Archiving report located in the Enterprise Vault\Reports\Exchange Mailbox Archiving folder shows that the Passes of mailbox that occurred is only 1.

Error Message

A DTRACE against the ArchiveTask process will show the following error:

Cause

From the example DTRACE section above, the ArchiveTask process was attempting to process items in Inbox\Folder1 and it came across an issue with at least one item within that folder. This issue causes a count to be decremented which causes the archiving process to not perform subsequent passes of the mailbox. This results in less than the expected amount being archived per archiving run.
