Customized filter settings are unexpectedly removed from the Deleted Items folder of mailboxes on Exchange 2013

Problem

When custom archiving settings are applied to the Deleted Items folder of a mailbox on Exchange 2013, these settings are removed by the Mailbox Archiving Task each time it runs, causing the folder to revert to the settings that it inherits from its parent. 

Error Message

The issue can be seen in the following screenshots. Before the archiving task has run, the Properties page of the Deleted Items folder shows the settings customized by EVPM, with no indication of inheritance:

 

After the Mailbox Archiving Task has been run, the same Properties page shows different settings and that they are inherited from the Top of Information Store:

(The number of expired OWA-restored items may be greater than 1 if actual OWA-restored items are present in addition to the hidden filter message.)

Cause

When per-folder custom archiving settings are applied to a user's mailbox, EV stores these settings in a hidden filter message that resides in each folder's Associated Contents Table. It has a message class of IPM.EnterpriseVault.Filter.EV and contains several custom MAPI properties that describe the customized settings.

It so happens that the Associated Contents Table of the Deleted Items folder is also where EV stores the restored temporary copies of messages that are retrieved via the EV OWA Extensions, and that the Mailbox Archiving Task includes a cleanup process that removes these temporary messages. On Exchange 2013 mailboxes, this cleanup process also erroneously removes the hidden filter message containing the custom settings.

This issue only affects the Deleted Items folder of mailboxes on Exchange 2013 where the folder's archiving settings have been customized.
