Problem

A Windows file server may become unresponsive during the recall of archived files and require a server restart to resolve the issue.

Cause

This issue is caused by an operation from the filter driver that remains pending.  This causes other operations to wait until the server becomes unresponsive and a restart is required.

Workaround

Enable pass-through recall on the file server.  For more information on this option please refer to the link in the Related Articles section.
