Problem
The Veritas Cluster Server (VCS) resource for IBM WebSphere MQ may only come online on the node from where it was created and fault on the remaining nodes in the cluster.
The Queue Manager will also fail to start on the faulting nodes when started from WebSphere MQ Explorer.
Error Message
The WebSphereMQ_A.log shows the following error:
AMQ6239: Permission denied attempting to access filesystem location '<QUEUEMANAGERLOCATION>\QM_1 \errors\AMQERR01.LOG'.
This error is observed when starting the Queue Manager from WebSphere MQ Explorer:
**********************************
*Command: strmqm QM_1
**********************************
AMQ7077: You are not authorized to perfom the requested operation.
exitvalue = 119
Cause
WebSphere MQ creates a local user group called mqm on each cluster node. If the mqm group for the local node does not have permissions to the Shared Queue Manager location then Websphere MQ can not start.
Solution
Make sure that the permission mask on the Queue Manager directory is suitable for access for all nodes.

IBM Websphere MQ 7
