You need to set the startup type for the Volume Shadow Copy Service to Manual. Run - services.msc (enter) Double-click on the Volume Shadow Copy Service and change the startup type to Manual. Reboot the server.

When are you getting this error? Is it while backup, if yes are you trying user-directed backup?

I echo words of ejporter. Are these 10 VMs are hosted in same Datastore or ESXi node? Try runing the backups when ESXi or datastore is less busy.
