Permit subjobs to exceed parent's start window

Currently it appears that subjobs are subjected to the same start window as the parent.   If however, there are a lot of them, say with the Exchange Agent, it can take a while for them to get the resources they need to be able to proceed, which can push them outside of the Start Window of the parent.  Given that the parent job can be completely useless without all of the child jobs, there should be a way to allow all the child jobs to complete once the parent has gotten the go-ahead.

I have been bitten by this also and believe there should be a way to specify the hard end window for a backup job so that even if the job is underway that it will be ended.

Then in situations where parent jobs startup a bunch of child jobs the only window end that should be used is this one, and not the end of start time window which we are all familiar with.

This would ensure that the backup could continue until it had to stop for other operational requirements.
